This is Jill’s creation, Treachery. She was going for a frozen yet still alive feature. Glenn was unhappy with how she covered the horns instead of exposing them.

Neville feels like this creature's final look - a warm skin tone - contradicts Jill’s story that the character is frozen. This look landed Jill in the bottom looks and she was sent home.
